Sometimes, saying the words without even literally meaning them is not good. When he says he does care, he should mean the right actions for someone who truly cares. If he says he will come for you, he should no matter what time, what day or wherever you are when you most need him.
The though here is, words aren't just words to speak about or to give out whenever necessary. You have to deal with the right action if you're giving out the right words.
When he does says he care for you but he let you walk on your own during an overnight job because he can't fetch you with his lame reasons of unable to go on your location, then this is something you might need to assess first.
Or if he says I'll catch you when you fall, but leave you behind when you are in your downiest part of life, then he is someone unworthy of anything.
Saying that he truly feels the same way might be the opposite. Or saying that he truly cares might not be truly true. Or worst if he says he loves you more than anything might be just plainly a playful joke.
If that would be the case, then please do assess yourself and think if he is worthy enough for you. As mentioned, words are easy to build and say but it's hard to stand with. No one would ever want to be fooled around with pure words. You want the sincerity in it through actions.
It is not a matter of making promises out of words, or reassuring you out of words. It is something more an important. It is about showing the real thing and it is about being true to ones feelings.
In that way, words can be truly acceptable. But if the opposite still goes out, then maybe it's time to call the relationship a quit before going further and making it more harder for you to let go because you are completely hypnotized by the lame words.
